CAPACITY BUILDING

Objective

To assist human resource development in participating countries in areas of planning and sustainable management of coastal and marine areas, especially at the local level.

PEMSEA's strategy is to narrow the disparities in environmental protection and management capacities of participating countries.

Our Unique Approach

The demand for human resource development in coastal and marine environmental management is enormous. Multi-focal training programmes and direct local government involvement will be the key elements in PEMSEA's capacity building initiatives over the next five years.

PEMSEA's approach involves the commitment of both trainees and their employers. The new approach not only involves formal training, but site specific application of the new skills that are transferred during the training period. This approach has the advantage of enhancing the skills of the trainee, providing immediate benefits to the employer, and promoting PEMSEA's objective of sustainable management of coastal and marine areas.

Application Procedure

Who Can Participate?

The training courses are specially designed and organized for government officials, technical personnel and academicians of participating countries. Those outside the East Asian Region with their own funding source can also apply.

How to Participate?

Interested applicants from the Regional Programme participating countries must:

  • Submit the application form to the national focal point, who will then recommend qualified applicants to the Regional Programme Office (RPO) in Manila or submit the application form directly if financial support is not required from the Regional Programme.

  • The RPO will evaluate the nominee's qualifications and credentials and send an official acceptance to those who are qualified to participate in the training courses.

Participants from countries outside the East Asian Region should:

  • Write to the Regional Programme Director and indicate which training courses the participant would like to attend.

  • Indicate the sponsoring agency or funding sources which will support the applicant's participation in the training course(s).

  • The RPO will evaluate the applicant's qualifications and credentials and send an official acceptance to those qualified to participate in the training course(s).

Funding Support

The Regional Programme may provide funding support to qualified applicants from participating countries to cover hotel accommodation, round trip airfare, meals and accident insurance.

Opportunities for Highly Motivated Young Professionals and Managers

The Internship Program provides young professionals and managers of participating countries with hands-on training in specific areas of marine pollution prevention and management. It is intended to develop their expertise in actual program development, implementation and management. The interns will have the opportunity to choose their fields of specialization on the following subject areas:

  • Integrated coastal management;

  • Environmental risk assessment and management;

  • Marine pollution monitoring;

  • Integrated environmental impact assessment;

  • Economic assessment and valuation of coastal and marine resources;

  • Waste management;

  • Environmental accounting;

  • Oil spill prevention, response and management; and

  • Legal regimes in marine pollution.

Fellowship Program

PEMSEA intends to link up with environment and resources scientists and professionals, usually from the academe, who may spend their sabbatical or research leave with PEMSEA. The PEMSEA Fellows Program seeks to provide technical assistance to the national ICM sites and pollution hotspots and facilitate the exchange of knowledge between countries.

The fellows will have the opportunity to choose their fields of specialization on the following subject areas:

  • Project Development and Management

  • Integrated Coastal Management

  • Environmental Risk Assessment and Risk Management

  • Marine Pollution Monitoring

  • Integrated Environmental Impact Assessment

  • Economic Assessment and Valuation of Coastal and Marine Resources

  • Waste Management

  • Environmental Accounting

  • Oil Spill Prevention, Response and Management

  • Legal Regimes in Marine Pollution
