PROFESSIONAL
UPGRADING PROGRAM
Objective
The Professional Upgrading Program offers a select group of outstanding
individuals the opportunity to acquire direct exposure to PEMSEA's
work. Specifically, it is designed to:

The interns and fellows will have the opportunity to choose their
fields of specialization on the following subject areas:

Project development and management
-
Integrated coastal management
-
Environmental risk assessment and management
-
Environmental monitoring
-
Integrated environmental impact assessment
-
Economic assessment and valuation of coastal and marine resources
-
Waste management
-
Oil spill prevention, response and management
-
National coastal policy development
-
Coastal community interaction
Requirements
Applicants to the program must meet the following general requirements:
-
Must be involved in coastal and marine environment programs,
projects or activities;
-
Key personnel of national focal points, ICM demonstration sites
or pollution hotspot project sites;
-
Be affiliated with a management, research or educational institution;
-
Have professional interests, which fall under the program's
subject areas; and
-
Proficient in the English language.
In addition, internship applicants must:
-
hold at least a Bachelor's degree; and
-
be under 40 years of age.
The Fellowship Program is intended for more mature and experienced
individuals, including environment and resources scientists and
professionals, but require more exposure in field experiences related
to coastal and marine project implementation.
PEMSEA fellows can
also undertake independent research project on a specific research
activity or an ICM-related program at the PEMSEA project sites.
Aside from the general requirements, fellowship candidates should
also:

hold at least a Master's degree; and
-
be under 45 years of age.
Preference will be given to those who come from countries intending
to establish an ICM parallel site and from those directly involved
in either national ICM demonstration or pollution hotspots project
sites.
Duration
and Venue:
The internship/fellowship will last for a minimum of six
months to a maximum of one year. The successful applicants will
work under the general supervision of the Regional Programme Director
or directly under a specific Regional Programme Office (RPO) professional
staff member.
Provisions:
PEMSEA will assist the intern/fellow in acquiring the appropriate
visa required for his/her stay. It shall provide the office space,
equipment and supplies needed for the duration of the internship/
fellowship.
In addition to this, PEMSEA will offer funding support to qualified
applicants from the Programme's eligible participating countries.
The following provisions apply:

The interns and fellows are provided with roundtrip economy air ticket,
medical insurance and a monthly allowance of US$ 1,000 per month
to covers food, lodging and incidental expenses.

Fellows are entitled to a roundtrip economy air ticket, medical
insurance and a monthly allowance of US$ 1,300 per month to cover
food, lodging and incidental expenses.
Applicants from countries outside the East Asian region can also
participate in the program provided they have their own funding
support.
Application
Procedure:
Application forms can be downloaded from the PEMSEA website at
www.pemsea.org or by writing to the RPO. Completed application
forms must be received at the RPO by 06 June 2005 for the program
commencing on 1 July 2005. Applications for 2006 must be received by
31 January 2006.
Interested
applicants must submit a completed application form together with
an endorsement from the respective PEMSEA national focal points
to qualify for the quarterly evaluations. Candidates who are not
chosen in the current quarter will be considered again for the succeeding
cycles.
