Objective

To create investment opportunities and mechanisms for environmental improvement and coastal/marine resource development and management, in selected areas of the region.

Triple Dividends: Profits, Public Revenues and Clean Environment

The sustainable management of the environment requires large financial investments, and the public sector needs to mobilize capital and technological resources from other sectors. Through PEMSEA, investment and financing opportunities in environmental services, facilities and clean technologies are packaged into fast-track and 'bankable' projects. Specific projects are determined at each of the ICM sites and pollution hot spot locations, and presented to all stakeholders and partners. PEMSEA cultivates a policy milieu and management framework that facilitates private sector participation in coastal and marine resource development and pollution prevention. Economic growth can, therefore, be achieved without sacrificing the environment.

Power of Investment - Multiplied

In the new millennium, public attention is being focused on eco-friendly technology and products. PEMSEA advances innovative policy measures, such as public-private partnerships and ISO 14000 certification of local government units (LGUs) and industries through the application of proven management tools. Moreover, the coastal and marine resources offer new opportunities for innovation by firms to meet changing consumer preferences. Around US$600 million worth of investments are projected to be generated. This will result in significant leverage and multiplier effects in each participating country of the region. Likewise, this will enable local and national governments to raise funds for financing resource conservation and environmental protection activities.

Building Partnerships

Participating national and local governments, service and technology providers, international consultants, national professionals, donor agencies and other relevant public and private sector stakeholders are sought as full partners in the development of environmental investments. Through PEMSEA, a range of mechanisms is designed to catalyze and move environmental projects forward.

 new Turn environmental problems into investment opportunities!
The Global Environment Facility (GEF) has allocated a medium-sized project grant to PEMSEA participating countries for the purpose of developing and demonstrating public-private partnerships (PPP) in environmental investments. The PEMSEA PPP project is rooted in the conviction that global environmental problems can only be addressed adequately if people are involved, and local governments are in the best position to take actions that can make a difference in people's lives and the environment.
