ABOUT PEMSEA> PROGRAMME COMPONENTS
INTEGRATED COASTAL MANAGEMENT

Objective

To establish six national demonstration sites covering the application of integrated coastal management (ICM) for systematic and effective management of land and water resource uses, and to develop these sites for long term "in-house" training and capacity building.

ICM is a management framework which has proven to be effective at enhancing the sustainable development of coastal resources and the marine environment at the local government level. ICM provides local government units with a mechanism and process to harmonize both the economic development and environmental management of marine and coastal resources.

PEMSEA will assist local governments at eight ICM demonstration sites (including Xiamen and Batangas Bay) in the region to develop and implement an ICM program. Major goals of each initiative include:

Organizational and legal arrangements;
Building local capacity to plan and manage coastal and marine areas;
A 25-year strategic environment plan for sustainable development of the coastal and marine resources;
Short-term action plans covering critical environmental management issues, such as waste management and ecotourism;
Environmental investments by both the public and private sectors; Environmental monitoring program;
Training of local people from the public and private sector to manage and implement ICM programs and related supporting activities; and
Establish partnerships and building awareness and capabilities among non-government organizations, religious groups, and community organizations to fully participate in ICM.

In addition to the eight demonstration sites, PEMSEA will also provide technical support and training for local, national and donor initiatives to set up 10 ICM parallel sites, based on the ICM working model of the GEF Pilot Phase (1994-1999). PEMSEA will collaborate with bilateral or multilateral financial institutions to garner support for infrastructure which is needed to achieve effective management interventions at the local level.
