DANANG,
VIETNAM
Danang is a city under direct jurisdiction of the central government
with the same status as that of Hanoi and Ho Chi Minh City. Danang
is the third largest port in Vietnam, handling some 3.6 million
tons per year. Fisheries production is about 60,000-70,000 tons.
Danang is also major tourism destination. In 1997, the city contributed
15% of national total tourism revenues.
Danang, however, is facing serious environmental problems related
to the risk of offshore oil transshipments, operational discharges
of oil from ships and unknown impacts by the ocean dumping of dredge
materials, and solid wastes. About 200 tons of solid waste are collected
daily and disposed in open dump sites, representing about 65% of
the total solid waste production in the city.
In light of recent developments on the legal and policy environment
at the national level in Vietnam, and to address the range of environmental
management issues, the People's Committee of Danang Municipality
in collaboration with PEMSEA, established the integrated coastal
management (ICM) demonstration project at Danang on June 7, 2000.
The project is geared towards strengthening the local capacity
to plan and manage their coastal areas. A Project Management Office
and a Project Coordinating Committee have been established. Major
activities of the project include assessment of coastal resources
and their utilization, evaluation of environmental risks to public
and ecosystem health, formulation and implementation of strategies,
functional zoning schemes, action plans and institutional arrangements
which ensure effective implementation and enforcement.
