Sukabumi
Regency is located in West Java Province facing the Indian Ocean.
The site, specifically Palabuhanratu (“Port of the Queen of the
Sea”) Bay covers a sea area of 749 sq. km. and has a coastline of 117 km.
It consists of nine sub-districts and is characterized by a long
stretch of pristine sandy beaches, cliffs, a marine turtle habitat
and the primary forest of Mount Halimun, the largest National Park
in West Java.
Although the area is not heavily degraded, Sukabumi is challenged to
address concerns such as lack of spatial planning for tourism
development, disposal of untreated sewage and solid waste,
environmental degradation of fishing harbour, and destructive
fishing practices. These problems are common to most coastal areas
in the region and could be alleviated through policy, management and
technical interventions.
Recognizing these challenges, the local leadership and the Sukabumi
populace adopted an open approach involving all stakeholders, i.e.,
local governments and communities in planning and developing a
coastal management program. The application of an integrated coastal
management (ICM) framework will strengthen existing efforts in
preventing environmental degradation while pursuing economic
development.
On 24 February 2003, a Memorandum of Agreement (MOA) was signed
between PEMSEA and Sukabumi Regency for the implementation of the
ICM framework and processes developed by PEMSEA. The MOA formally
designated Sukabumi as PEMSEA’s third parallel site.
