1) What is the nature of the Task Force?
The value in creating the PEMSEA
Task Force is based upon two certainties: a) there is a
significant amount of intellectual capital in the region
that remains untapped in the drive to achieve sustainable
development; and b) capacities to address the
issues/concerns besetting improved coastal and marine
management are disparate among countries of the region, as
well as within some countries.
PEMSEA Partners hope to expand
their capacity building services across the countries of the
region by facilitating access to technical advice and
assistance in project management and implementation,
particularly in the application and scaling up of Integrated
Coastal Management (ICM), through the establishment of the
PEMSEA Task Force.
The PEMSEA Task Force in general
will be composed of three levels/types of members: a) novice, b) practitioner and c) specialist. Novice refers mainly to
recent graduates or individuals who do not have experience
in the field of coastal and marine management and require
training and skills development. Practitioner refers to
individuals with training and experience related to coastal
and marine management. Specialists will have extensive
technical and project management experience related to
coastal and marine management.
It should be noted that PEMSEA
Task Force members are not international consultants. Under
PEMSEA’s programme, international consultants are contracted
individually to address problematic issues for which there
is limited experience/capacity in the region.
2) What can be gained from
becoming a task force member? What are the benefits of
becoming a Task Force member?
The PEMSEA Task Force opens up
various opportunities and benefits to potential members. The
Task Force is composed of a multidisciplinary team and
provides a means to gain and widen experience in coastal and
ocean management as well as the opportunity to expand the
members’ contacts and networks. The training and exposure to
on-the-ground problem-solving also promotes development and
acquisition of new skills and knowledge. Moreover, by
becoming part of the team, members serve as key actors in
building and strengthening the region’s knowledge in coastal
management, as well as reducing disparities in technical and
management capacities among and within countries. Given the
large demand in the region, a member of the Task Force will
be a marketable commodity in the coming years as the region
steps up efforts to achieve sustainable development of
coasts and oceans. The PEMSEA Task Force, therefore,
provides a strong foundation for the furtherance of
long-term goals in coastal and marine management in the
region.
3) What training is
available?
In order to provide value-added
services, members of the PEMSEA Task Force must have the
necessary skills and knowledge in integrated management of
marine and coastal resources. Novices and practitioners will
be eligible for ICM and specialized training programmes, as
well as on-the-job coaching, offered by the PEMSEA Partners.
4) What is the compensation
scheme?
Novices will be provided with a
modest living and transportation allowance while in the
field. Practitioners and Specialists will be provided with a
modest living and transportation allowance and an honorarium
commensurate with their experience, roles, and
responsibilities on the PEMSEA Task Force.
5) When will the task force
start?
The official start-up of the
PEMSEA Task Force is scheduled on October 2007.
At present, PEMSEA is focusing
on the establishment of list, capacities and availability of
potential task force members.
