Inaugural Meeting of the PEMSEA Network of Local
Governments for Sustainable Coastal Development (PNLG)*

The existing Regional Network of Local Governments Implementing
ICM will evolve into a local government driven, self-sustaining
network, the PNLG, through the official adoption of the PNLG
Charter by the member local governments. The Mayors, Governors
and senior officials of more than 20 local governments in East
Asia will come together during the Inaugural Meeting of the PNLG
to sign the Charter, elect representatives, deliver statements
of commitment to sustainable coastal development and review the
PNLG annual programme. The official launching of the PNLG
Secretariat Office in Xiamen, PR China will be also celebrated
during this event.
ICM Dialogue*

The ICM Dialogues will provide unique opportunities
for some group of ICM sites to share their experiences, successes
and failures, opportunities and barriers in the implementation of
ICM at local level, and consolidate ICM good practices, which can be
promoted and applied to other similar coastal areas for the
replication.
Language barrier can often become a hindrance to
effective and in-depth communication among delegates from local
governments in ICM sites. In this regard, ICM Dialogue will organize
different group of sites based on the type of languages, namely
Bahasa Group, Chinese Group, Korean Group and Thai Group. This
format of organization will facilitate the active participation of
representatives from various ICM sites in exchanging their valuable
experiences without being intimidated by pressure to speak in
English. PEMSEA will encourage each group to identify key common
concerns in advance, which will become the focus of Dialogue
discussion. Through the Dialogue discussion, each group will be
requested to explore future long-term strategies for increasing
information exchange and cross-capacity building among the concerned
sites in their own language.
This event is being organized in conjunction with the
“Workshop on ICM Experiences, Lessons Learned and Scaling Up” as
well as the “Inaugural Meeting of PEMSEA Network of Local
Governments for Sustainable Coastal Development (PNLG).”

The Meeting of the Regional Network on Coastal and Ocean
Governance will bring together the experts that compose this
network, who work on legal and policy matters relating to the
Seas of East Asia. They will discuss policy matters particularly
in connection with the regional coordinating mechanism and the
programme of activities to implement the SDS-SEA, and make their
recommendations.
Joint Meeting of the GEF Small Grants Programme

The first Joint Meeting of the Small Grants Programme (SGP)
Coordinators and PEMSEA Project Managers aims to discuss the
current status of SGP-PEMSEA Partnership activities in the six
countries (Cambodia, Indonesia, Malaysia, Philippines, Thailand
and Vietnam) and to conduct strategic planning to further
strengthen partnership activities in the region.
EAS Youth Forum*

Over the years, unchecked and unmitigated human activities and
exploitation of resources have turned the seas of East Asia into
an alarming global hotspot. The region’s youth could play a
significant role in securing their future and that of
generations to come, if their potentials are channeled properly.
Their involvement, as future consumers and users of coastal and
ocean resources, is pivotal to determining whether existing
efforts in resource management will be sustained over time.
The EAS Youth Forum is a venue for dynamic knowledge sharing and
youth empowerment. It aims to increase the youth’s awareness and
appreciation of the rich marine heritage of the East Asian Seas
region and to enable them to understand the dynamics of coastal
and marine management through discussion and interaction with
experts, authorities and fellow young environmentalists. Through
the Forum, the region’s youth can be empowered to become
powerful vehicles for sustainable development and catalysts for
creative change that will secure the future of the seas.

The EAS Congress 2006 Exhibition aims to:

Promote understanding on the
interconnectivity of the Seas of East Asia, as well as their
importance and value to the economic and social prosperity
of the region (One Ocean);

Forge a greater sense of responsibility among
various stakeholders and community members and encourage
people to work together in partnership to protect and manage
the marine and coastal resources in the Seas of East (One
People); and
-
Mobilize active partners who can share their
knowledge, expertise and resources in achieving the vision
and goals of the sustainable development in the Seas of East
Asia (One Vision).
It will feature a wide spectrum of innovative ideas, advanced
science and technology, local wisdom, and traditional knowledge
in managing the precious resources in the Seas of East Asia, and
will be participated in by Congress partners, business groups,
private sector representatives, non-government organizations,
media, universities, research institutions and community
members.

Field Trip
