The PEMSEA Network of Local Government for Sustainable Coastal Development envisions that coastal areas throughout the East Asian region are managed in a sustainable manner. The inaugural meeting of the PNLG was attended by representatives of the local government units from East Asian region. PNLG shall promote the application of ICM as an effective management framework to achieve sustainable coastal development. Dr. Chua Thia-Eng, PEMSEA and Dr. Li Haiqing set the tone of the meeting by providing opening remarks. Dr. Jihyun Lee, PEMSEA, presented the PNLG Charter, which was signed by the local government representatives.
Highlight of the inaugural meeting was the signing of the PNLG charter by the members. The Charter embodies the vision, mission, goal and objectives of the PNLG. It also includes eligibility for membership and the benefits, roles and obligations of each member, among others.
Representatives of Bali, Indonesia get ready for signing the charter. They were led by the Bali Governor, Hon. Dewa Beratha. Also in the picture (not in order) are Hon. I Ketut Sudikerta, Vice Regent, Badung Regency; Hon. Putu Bagiada, Regent, Buleleng Regency; Hon. Made Westra, SH, Secreatry, Denpasar City; Hon. A.A. Gede Agung Bharata, Regent, Gianyar Regency, Hon. I Wayan Geredeg, Regent, Karangasen Regency; Hon. I Wayan Candra, Regent, Klungkung Regency and Hon. N. Adi Wiyatam, Regent, Tabanan, Regency. Hon. Armando Sanchez, Governor of Batangas, Philippines. Mr. Godofredo de Guzman, Environment and Natural Resource Officer of Bataan represented Hon. Enrique Garcia, Government of Bataan, Philippines. Hon. Erineo Maliksi, Governor of Cavite, Philippines. Vice-Governor Komsan Ekachai represented Hon. Pisit Ketphasook, Governor of Chonburi, Thailand. Mr. Nguyen Dinh An, Deputy Director, Department of Environment and Natural Resources, represented Hon. Tran Van Minh, Chairperson of the People’s Committee of Danang City, Vietnam. Ms. So-Yup Koh, Marine and Fisheries Division, represented Hon. Kim Moon-Soo, Governor, Kyonggi Province, Republic of Korea. Hon. Say Hak, Governor, Sihanoukville, Cambodia. Hon- Sukma Wijaya, Head, Sukabumi, Indonesia. Hon. Phan Shi Jan, Vice Mayor, Xiamen, PR China. During the meeting, the PNLG members elected Hon. Phan Shi Jan, Vice Mayor, Xiamen, PR China as their President. Also elected is Hon. Enrique Garcia of Bataan as Vice-President. After the election, Hon. Phan Shi Jan was installed and presided over the meeting. Mr. Zhu Lumin, Head of the PNLG Secretariat Office presented the PNLG Work Programme for 2007, which was approved unanimously by the members.
