Meeting of the Partnership Council

Dr. Li Haiqing (center), representing PR China, served as Meeting Chair. He was flanked by (L-R) Dr. Jean-Claude Sainlos (IMO), Dr. Chua Thia-Eng (PEMSEA), Ms. Amelia Supetran (UNDP), and Dr. Alfred Duda (GEF). During the first part of the Signing Ceremony, the Coastal Management Center (CMC) and PEMSEA renewed ties through a Letter of Cooperation, signed by Dr. Rogelio Juliano and Dr. Chua Thia-Eng. Dr. Chua Thia-Eng of PEMSEA signed a Letter of Cooperation with new Partner International Oceanographic Commission Sub-Commission for the Western Pacific (IOC/WESTPAC), represented by Mr. Wenxi Zhu. Yellow Sea LME Project Manager Mr. Yihang Jiang and Dr. Chua after signing a Letter of Cooperation. During the second part of the Signing Ceremony, Mr. Mike Kendall signed the Partnership Operating Arrangements (POA) on behalf of the Director of the Plymouth Marine Laboratory. Dr. Won-Kap Lee signed the POA on behalf of the Korea Maritime Institute (KMI). The President of the Korea Ocean Research and Development Institute (KORDI), Dr. Ki-Dai Yum, signing the POA. 12 stakeholder organizations signed the Partnership Operating Arrangements to become PEMSEA Partners. Korea Environment Institute (KEI) President Dr. Yoon Suh Sung gave a statement on behalf of the three Korean institutes (KEI, KMI and KORDI). Captain Daniel Chan delivered a message on behalf of Oil Spill Response and East Asia Response Ltd. (OSRL/EARL) CEO Mr. Archie Smith. Ms. Ayako Okubo, representing OPRF (Japan) gave a statement. Dr. Romeo Trono, Executive Director of Conservation International (CI) Philippines, gave a statement on behalf of CI. Beside him is Small Grants Programme representative Ms. Angie Cunanan, who also delivered a statement. Indonesian delegate Mr. Alam Syah Mapparessa during the discussion. Ms. Elaine Denning of the National Oceanic and Atmospheric Administration (NOAA), USA, informed the meeting of the Letter of Cooperation between NOAA and PEMSEA executed earlier in the week. Dr. Derek Staples delivered a message from Food and Agriculture Organization (FAO) Regional Representative and Assistant Director General Mr. He Changchui. The Observers’ table included representatives of Southeast Asian Fisheries Development Center (SEAFDEC), South China Sea Project, Northwest Pacific Action Plan (NOWPAP), NOAA, International Ocean Institute (IOI) and FAO. Dr. Anjan Datta of the UNEP Global Programme of Action for the Protection of the Marine Environment from Land-based Activities (UNEP/GPA) participated in the Partners’ dialogue. Dr. John Pernetta of the South China Sea Project during the discussion. The Inaugural Meeting was participated in by Country Partners, Stakeholder Partners, Observers, and the sponsoring agencies. Country delegates included Philippines’ Secretary of the Environment and Natural Resources, Hon. Angelo Reyes. The meeting participants took time to have a group photo taken.
