THEME 2: SECURING THE OCEANS |
Prof. Tadao Kuribayashi, with Dr. Gao Zhiguo, explained the emerging concept of a comprehensive security and its relevance to the transformation of ocean governance, during the Thematic Keynote on “Securing the Oceans.”

(From Left to Right) Dr. Francois Simard, Center for Mediterranean Cooperation, Prof. Atsuko Kanehara, Rikkyo University, Dr. Merlin Magallona, University of the Philippines, presented their comments on the significance of the new comprehensive concept of security and its relevance to ocean governance. Vice Adm. John De Silva, Center for Marine Conservation and Ocean Studies, India, provided several measures to strengthen the concept of “securing the oceans” through political will, awareness, and education. Dr. Jack Mathias chaired the Workshop on ICM Experiences, Lessons Learned and Scaling Up with the support of Dr. Chou Loke Ming as co-chair. Participants of the Workshop on ICM Experiences, Lessons Learned and Scaling Up. Dr. Gunnar Kullenberg chaired the Workshop on Regime-building in Coastal and Ocean Governance. Drs. Russell Reichelt, David Vanderzwaag and Kem Lowry during the Workshop on Regime-Building in Coastal and Ocean Governance The panel addressed questions from participants during the Workshop on Regime-Building in Coastal and Ocean Governance. Dr. Cielito Habito, Director, Ateneo Center for Economic Research and Development, Philippines, underscored the significance of advocacy, leadership, legislation and interagency collaboration in coastal and ocean governance. Ms. Diane James, Victorian Coastal Council, Australia, emphasized that effective leadership is about being action-oriented, conviction to create change, and willingness to be a champion.
